Requirements to be a University

Someone asked me, "I have a friend who...

wants to know what are the requirements to put up a University?"

My answer is the requirements are set forth in CHED MEmorandum Order No. 48 Series of 1996. http://www.ched.gov.ph/policies/Digitized%20CMOs/CMO%201996/CMO_48_S_1996.pdf

Aside from the general academic qualifications, the following are most pertinent:

1) A university must have its own institutional site of at least 5 hectares, at least 3 of which are contiguous to main campus.

2) 50% of its faculty must be full time.

3) At least 20% of the faculty must be doctoral degree holder and at least 35% masteral degree holders.

4) The university must offer at least one liberal arts course, one basic science/math course, and one social science course.

5) Offer a minimum of 3 professional courses with board exams.

6) Offer two graduate level courses leading to doctoral.

7) Level III accreditation for at least 4 of its undergrad programs and 2 of its graduate programs
