My answer is they can marry in a Catholic church only if he has secured a Canonical annulment in addition to the civil court granted annulment. Otherwise, they can marry in civil rites solemnized by a Mayor or a Judge, or they can join other Christian group.
The petition granted in court allows the parties to remarry in a civil rites. But such decision is not recognized by the Catholic Church and the priests won't officiate in a remarriage ceremony unless the parties had previously secured an annulment from Vatican.
