My answer is the child will be dual citizen. He is considered a Filipino citizen under Philippine law.According to Philippine law, those whose fathers or mothers are citizens of the Philippines shall also be considered citizens of the Philippines.
In this case, his parents are both natural-born Filipino citizens, hence, he is Filipino.
However, having been born in an American Flag carrying ship, and America follows "jus soli" or law of the soil – in that case, the child can be considered to be a citizen of America by being born in American territory without need to do anything to perfect his dual citizenship.
